‘राम तेरी गंगा मैली हो गई, नालों के भार ढ़ोते ढ़ोते’ … जी हाँ, मनुष्य के पाप धुले या न धुले पर कई नालों के पाप धो रही थी गंगा. आखिरकार उसे 130 वर्ष पुराने सीसामाऊ नाले से छुटकारा मिल गया है। यूपीए सरकार से विरासत में मिली भ्रष्टाचार की गंदगी साफ करने के अलावा अलावा मोदी सरकार के लिए सबसे बड़ी चुनौती गंगा को स्वच्छ करना था। हिन्दू धर्म में नदियों को माँ का दर्जा दिया गया है और गंगा को सबसे पवित्र नदी माना गया है।
स्वच्छ भारत की सफलता के बाद नमामि गंगे परियोजना में गंगा नदी की सफाई का बीड़ा मोदी सरकार ने उठाया था। उसमें सबसे बड़ी चुनौती नालों से आ रही गंदगी से गंगा को प्रदूषित होने से रोकना था। विरोधियों को गंगा की गंदगी रास आ रही थी क्योंकि उन्हें मोदी सरकार द्वारा नमामि गंगे प्रोजेक्ट में खर्च किये गए पैसे पर सवाल उठाने का मौका मिल जाता। ‘मोदी सरकार को 4 साल हो गए पर गंगा अभी भी मैली है’, ‘मोदी जी का बनारस की जनता से गंगा की सफाई का वादा जुमला था’ जैसे तमाम कसीदे पढ़े जाते। दिल्ली में रहने वाले आम आदमी पार्टी के समर्थक तक मोदी सरकार की प्रतिबध्दता पर सवालिया निशान लगाने से नहीं चूकते। यमुना नदी और किसी गंदे नाले के पानी मे अन्तर करना भी मुश्किल है, इससे उन्हे कोई फर्क नहीं पड़ता।
उत्तर प्रदेश के कानपुर में 16 नाले हैं, जो गंगा में सीधे गिरते हैं। इनमे से 8 नालों की टैपिंग की जा चुकी है। शेष नालों की टैपिंग का कार्य भी जारी है। कुंभ के दौरान श्रद्धालुओं को गंगा का स्वच्छ पानी मिले, इसके लिए कानपुर शहर के लगभग 130 वर्ष पुराने ऐतिहासिक सीसामऊ नाले की टैपिंग का कार्य किया जा चुका है। इसके साथ ही नमामि गंगे का सबसे महत्वपूर्ण प्रोजेक्ट सफल हो गया है। पहले इस नाले से 14 करोड़ लीटर सीवेज गंगा में गिरता था। इसमें से 8 करोड़ लीटर सीवेज कुछ दूर पहले ही मोड़कर सीवेज ट्रीटमेंट प्लान (एसटीपी) तक भेज दिया गया था। महज 6 करोड़ लीटर गंदगी गंगा में जाने से रोकने में इंजीनियरों की सांसें फूल गई थीं क्योंकि नाले का वेग किसी नहर के समान ही था। ढ़लान से पंप करके इसे 9.5 किलोमीटर दूर एसटीपी तक पहुंचाना बेहद मुश्किल था क्योंकि जेएनएनयूआरएम की दागदार पाइप लाइन के साथ ही रूट पर ब्रिटिश काल का डॉट नाला भी है।
मोदी जी ही नहीं बल्कि मोदी सरकार के मंत्री भी इस परियोजना को लेकर काफी गंभीर हैं। मंगलवार को उत्तराखंड के मुख्यमंत्री त्रिवेंद्र सिंह रावत ने भी नमामि गंगे पर बैठक बुलाकर इस परियोजना की समीक्षा की। बैठक में अफसरों ने बताया कि नमामि गंगे के अन्तर्गत गंगा नदी के किनारे मुख्यतः सभी 15 नगरों के लिए 32 परियोजनायें चलाई जा रही हैं। 32 स्वीकृत परियोजनाओं में से 15 परियोजनाएं पूरी हो चुकी हैं जबकि 16 परियोजनाओं में कार्य प्रगति पर है।
बीते अगस्त में केंद्रीय मंत्री नितिन गडकरी ने भी इंडियन मर्चेंट्स चैम्बर द्वारा आयोजित एक कार्यक्रम में कहा कि गंगा के पुनरुद्धार कार्यक्रम की प्रगति की रफ्तार देखकर ऐसा लगता है कि नदी 2020 तक पूरी तरह स्वच्छ हो जाएगी। उन्होंने यह भी कहा कि नमामि गंगे मिशन के तहत 22,238 करोड़ रुपये की लागत वाली 221 परियोजनाओं में से अधिकतर पूरी होने के अग्रिम चरण में हैं। गडकरी जी ने कहा कि 70-80 प्रतिशत काम मार्च 2019 तक पूरा हो जाएगा। साथ ही उन्होंने यह भी कहा कि गंगा की सहायक नदियों और उससे जुड़े नालों को भी साफ किया जाएगा।
सरकार का नया प्लान – सीवेज ट्रीटमेन्ट
नए प्लान के तहत गंगा में बह रहे पानी को साफ करने से ज्यादा जोर गंगा में गंदगी को गिरने से रोकने पर होगा। इसके लिए एसटीपी और सीवेज पाइप लाइन का जाल बिछाने का काम जोर-शोर से किया जा रहा है। गंगा किनारे बसे 97 शहर ऐसे हैं जो मिलियन लीटर (एमएलडी) में गंदगी गंगा में छोड़ रहे हैं। गंदगी करने वाले ये शहर यूपी के 21, उत्तराखण्ड के 16, बिहार 18, पश्चिम बंगाल के 40 और झारखण्ड के 2 हैं। अगर इन शहरों से आ रही गंदगी को रोका दिया जाए तो अपने आप गंगा साफ दिखेगी। सरकार गंगा के किनारे कुछ नए एसटीपी बनाने जा रही है। पुराने एसटीपी की क्षमता बढ़ाई जाएगी। 4,823 किमी तक सीवरेज पाइप लाइन बिछाने का काम भी किया जाएगा। इसके लिए 105 परियोजनाओं पर काम चल रहा है। मंत्रालय द्वारा जारी की गई जानकारी के अनुसार इसके लिए 17,485 करोड़ रुपये मंजूर किए गए हैं। 26 परियोजनाओं पर काम पूरा हो चुका है।
क्या है नमामि गंगे?
स्वच्छ गंगा परियोजना का आधिकारिक नाम एकीकृत गंगा संरक्षण मिशन परियोजना या ‘नमामि गंगे’ है। यह मूल रुप से प्रधानमंत्री नरेंद्र मोदी का ड्रीम मिशन है। प्रधानमंत्री बनने से पहले ही मोदी जी ने गंगा की सफाई पर बहुत जोर दिया था और वादा किया था कि यदि वह सत्ता में आए तो वह जल्द से जल्द यह परियोजना शुरु करेंगें। परियोजना की लागत लगभग 2,037 करोड़ रुपये है। ग़ौरतलब है कि पिछली सरकारों ने 1985 के बाद गंगा के संरक्षण और सफाई के लगभग 4,000 करोड़ खर्च किए थे पर गंगा की हालत में कोई खास सुधार नही आया था।

केंद्र ने गंगा नदी का ‘न्यूनतम पर्यावरणीय प्रवाह (ई-फ्लो)’ निर्धारित कर दिया है। इसका मतलब यह है कि अब हर मौसम में गंगा नदी में पर्याप्त जल उपलब्ध रहेगा। गंगा देश की पहली नदी है जिसका ‘ई-फ्लो’ निर्धारित किया गया है। इसके बाद यमुना सहित गंगा की अन्य सहायक नदियों का भी ‘ई-फ्लो’ तय किया जाएगा। फिलहाल देव प्रयाग से हरिद्वार और हरिद्वार से उन्नाव तक गंगा नदी का ई-फ्लो निर्धारित करने की अधिसूचना जारी की गई है। ई-फ्लो तय करना इसलिए जरूरी है क्योंकि काफी मात्रा में जल सिंचाई और पेयजल परियोजनाओं के लिए निकाल लिया जाता है। इसके चलते डाउनस्ट्रीम जल की उपलब्धता कम हो जाती है। पर्यावरणविद और सामाजिक कार्यकर्ता लंबे समय से इसकी मांग कर रहे थे।
गंगा एक्ट :
सरकार ने एक कमेटी गंगा एक्ट बनाने के लिए गठित की है। एक्ट के तहत गंगा को प्रदूषित करने वाले और इसके प्रवाह में बाधा डालने वालों पर कानूनी कार्यवाही की जाएगी। कमेटी की अगुवाई पंडित मदन मोहन मालवीय के पोते जस्टिस गिरधर मालवीय करेंगे।
