पूरी दुनियाँ में शायद ही कोई देश हो, जहाँ घटनाक्रम उतनी तेजी से बदलते हों, जितनी तेजी से पकिस्तान में बदलते हैं. मजे की बात यह है कि ऐसा दशकों से होता आया है. अखबारों में लेख लिखे जाते हैं, टीवी पर पैनल डिस्कशन आयोजित होते हैं. एक्सपर्ट और ज्ञानी टाइप लोग तमाम तरह की थ्योरी सामने रखते हैं. उसपर अपना ज्ञान बघारते हैं. किताबें लिखी जाती हैं. शोध किये जाते हैं.
लेकिन मुझे लगता है कि इतना सीरियस होने की ज़रुरत नहीं है. पकिस्तान में सालों जो कुछ भी होता आ रहा है, उसके लिए केवल और केवल बोरियत जिम्मेदार है. वहां के हुक्मरान से लेकर वहां की जनता तक बोरियत की मारी है.
अब देखिये न, पाकिस्तान में जैसे हुक्मरान हैं, वैसे सारी दुनियाँ में और कहीं नहीं. वैसे तो पूरी दुनियाँ में पकिस्तान जैसा ‘मुलुक’ ही नहीं है लेकिन वहां के हुक्मरान अनोखे हैं.
इनकी बात ही निराली है. बोरियत से सबसे ज्यादा यही पीड़ित हैं. जनरैल लोग शासन करते-करते बोर हो लेते हैं तो जनता के ऊपर जम्हूरियत का बोझ पटक देते हैं. जनता बेचारी बोझ ढोते-ढोते बोर हो जाती है तो चिल्लाने लगती है; “इससे अच्छा तो जनाब जनरैल साहब का ही राज था.”
इतना सुना नहीं कि जनरल साहब, जो शासन से बाहर रहते-रहते बोर हो चुके होते हैं, खिल जाते हैं. तुंरत लाग-लश्कर लेकर चढाई कर देते हैं; “ओय हटा ओय. अपना बोरिया-बिस्तर लेकर निकल ले. पूरे मुल्क में तेरी वजह से ही करप्शन फ़ैल गया है. वैसे भी ढाई साल राज कर लिया तू. ढाई साल बहुत होते हैं. चल निकल ले.”
चल निकल ले से जनरल साहब का मतलब होता है कि; “मुल्क छोड़ दे.”
जम्हूरियत के कर्णधार बेचारे मुल्क छोड़ देते है और दूसरे किसी मुल्क में रहते हुए स्वास्थ्य बनाने में लग जाते हैं. जिनके बाल-वाल नहीं हैं वे बाल उगा लेते हैं. साथ ही माहौल बनने का इंतजार करते हैं. विदेश में सेमिनार अटेंड करने लगते हैं. दस-पांच सेमिनार अटेंड करके ही ‘वेटरन’ हो जाते हैं तो ग्यारहवें में ख़ुद बोलने लग जाते हैं. दो-चार और अटेंड करते हैं तो बोर हो जाते हैं. बोरियत एक बार सेट-इन कर जाती हैं तो बताने लगते हैं कि; “पूरे मुल्क की हालत खराब कर दी इस जनरैल ने. अब तो रुपया-पैसा भी ख़तम कर दिया. हे पश्चिम के खाए-पीये मुल्क वालों हमें कुछ पैसा वगैरह मुहैया करवाओ तो हम जम्हूरियत ले आयें.”
पश्चिम के खाए-पीये मुल्क वाले पैसा वगैरह का इंतजाम करते हैं. डील करवाते हैं ताकि जम्हूरियत वापस आये. एक बार फिर जम्हूरियत वापस आती है तो बीच में ही कोई साइनबोर्ड लगा जाता है कि; “जनरल सर्विसेस टू बी रिज्यूम्ड सून.”
जनरल और जम्हूरियत सर्विसेज का ये रोलिंग प्लान चलता रहता है. चल रहा है. अनवरत चलता रहेगा. पाकिस्तान वाले बोर होकर शासक चेंज करते रहते हैं लेकिन पश्चिम के देशों द्बारा पैसे-वैसे देने में बोरियत आड़े नहीं आती.
पश्चिम वाले बड़े बे-बोर लोग होते हैं.
लेकिन एक बात है. शासन किसी का भी हो, पूरे देश का बोरियत वाला चरित्र एक जैसा ही रहता है. जनरल साहब भी बताते हैं कि उनके मुल्क में आतंकवाद नहीं है और जम्हूरियत के कर्णधार भी यही बताते हैं. यह बताते-बताते बोर हो जाते हैं तो कहना शुरू करते हैं कि; “हम आतंकवाद के खिलाफ कार्यवाई कर रहे हैं.”
दोनों पग-पग पर बोर होते रहते हैं.
अब देखिये न. मुंबई हमले के बाद पहले तो बोले; “जहाँ तक अजमल कसाब का ताल्लक है, हमने इंक्वाईरी करवाई तो पता चला कि कसाब नाम का कोई है ही नहीं.”
एक महीना यही बात कहते-कहते बोर हो गए तो बोले कि; “कसाब हमारे मुल्क का ही है.”
पहले कहते रह गए कि; ” जहाँ तक मंबई हमले का ताल्लक है तो हम कहना चाहेंगे कि इस हमले की साजिश पकिस्तान में नहीं हुई.”
करीब दो महीना यह कहते-कहते बोर हो लिए तो बोल उठे कि; “हमले की साजिश के एक पार्ट को पकिस्तान में ही अंजाम दिया गया.”
अरे बोरियत की हद है. इतना भी क्या बोर होना कि एक ही बात पर तीन महीने भी नहीं टिक पाते?
हाफ़िज़ सईद की ही बात ले लें। महीनों तक कहते रहे कि ; जनाब हाफ़िज़ साहब तो कल्चरल ऑर्गनायज़ेशन चलाते हैं। ये कहते-कहते बोर हो लिए तो एक दिन हाफ़िज़ सईद को अरेस्ट कर लिया। अरेस्ट करके उसे जेल में रखते-रखते बोर हो लिए तो उसे छोड़ दिया। विकट बोरियत का तक़ाज़ा है कि अपने ही हर स्टैंड पर बोर होना है।
वैसे ये बोर होना केवल शासकों की ही बात नहीं है. यह पकिस्तान का राष्ट्रीय चरित्र बन चुका है. क्रिकेट को ही ले लीजिये. मियाँदाद साहब क्रिकेट कण्ट्रोल बोर्ड के किसी पद पर एक महीना से ज्यादा रहते हैं तो बोर हो जाते हैं और बत्तीसवें दिन इस्तीफा थमा देते हैं. किसी को कप्तान बनाकर क्रिकेट कण्ट्रोल बोर्ड छ महीने में ही बोर हो जाता है और दूसरा कप्तान खोजने लगता है. विदेशी कोच लाये जाते हैं. एक साल रहे नहीं कि खिलाड़ी से लेकर कबाड़ी तक उससे बोर होने लगते हैं. फिर क्या? फिर किसी देसी कोच को लाया जाता है.
यहाँ तक कि आतंकवादी भी बोर होते रहते हैं. तालिबान वाले पकिस्तान सेना के साथ मिलकर भारत के खिलाफ जंग करने का एलान करते-करते बोर हो जाते हैं तो उसी सेना से भिड़ जाते हैं।
बोरियत आतंकवादियों से भी क्या-क्या करवाती है. कुर्बान जाऊं ऐसी बोरियत पर.
कोई एक महीना में बोर होता है तो किसी को बोर होने में दो महीने लगते हैं. लेकिन देश के राष्ट्रपति जरदारी साहब की बोरियत बहुत ऊंचे दर्जे की है. वे एक-दो मिनट में ही बोर हो लेते हैं. देखा नहीं कैसे सराह पालिन से हाथ मिलाते-मिलाते एक मिनट में ही बोर हो लिए तो गले मिलने के लिए तैयार हो गए थे.
अच्छा, बोरियत एक और बात में दिखाई देती है.यही अकेला ‘मुलुक’ है जहाँ कभी प्रधानमंत्री सेंटर ऑफ़ पॉवर होता है तो कभी राष्ट्रपति. राष्ट्रपति पावरफुल होते-होते बोर हो लेते हैं तो अपनी सारी पॉवर प्रधानमंत्री को दे देते हैं. प्रधानमंत्री पावरफुल होते-होते बोर हो लेते हैं तो सारी पावर राष्ट्रपति को ट्रांसफर कर देते हैं. नवाज शरीफ के समय प्रधानमंत्री पावरफुल थे तो आज राष्ट्रपति.
इनकी बोरियत के किस्सों का यह हाल है कि इनके बारे में लिखते-लिखते हम बोर हो गए. इसलिए अब इन्हें छोड़कर भारत के नेताओं के बारे में कुछ लिखेंगे.
