स्टेच्यू ऑफ यूनिटी: लौह पुरुष को श्रद्धांजलि

लौह पुरुष की जन्म जयन्ती 31 अक्टूबर को प्रधानमंत्री नरेंद्र मोदी ने सरदार वल्लभ भाई पटेल की 182 मीटर ऊंची प्रतिमा का अनावरण किया. यह दुनिया की सबसे ऊंची प्रतिमा है. इसकी बनावट में इतनी खासियत है कि यह इंजीनियरिंग की एक मिसाल बन गया है. यह अहमदाबाद से 200 किमी दूर जनजाति जिले नर्मदा के सरदार सरोवर डैम के निकट बनाया गया है. यह मूर्ति देश को एक करने वाले सरदार पटेल को देश की श्रद्धांजलि है. नेहरु-गाँधी फैन्स के लिए शायद यह अजीब हो सकता है क्योंकि उनके अनुसार एक परिवार के अलावा देश के लिए किसी और ने कोई त्याग बलिदान किया ही नहीं. सरदार स्वतंत्र भारत के पहले गृह मंत्री रहे थे. देश में एकता स्थापित करने के लिए उनके अहम योगदान के कारण ही उन्हें लौह पुरुष नाम दिया गया था और उन्हे सम्मानित करना हमारा कर्तव्य था.

इस प्रोजेक्ट की घोषणा 2010 में की गई थी, जब नरेन्द्र मोदी गुजरात के मुख्यमंत्री थे. इस प्रतिमा के निर्माण में 25,000 टन लोहे और 90,000 टन सीमेंट इस्तेमाल किया गया है. इसे 7 किमी दूर से देखा जा सकता है. ऊंचाई में यह अमेरिका के ‘स्टैच्यू ऑफ लिबर्टी’ (93 मीटर) का दुगना है जबकि रियो डी जेनेरियो के ‘क्राइस्ट द रिडीमर टावर’ से चार गुना ऊंचा है. पूरी तरह से लोहे की बनी लौह पुरुष की इस प्रतिमा के निर्माण के लिए देश भर से किसानों-मजदूरों के बेकार पड़े लोहे के औज़ारों को एकत्रित किया गया था. इसलिए एक तरह से यह बेस्ट ऑफ़ वेस्ट (कबाड़ का बेहतरीन इस्तेमाल) का बेमिसाल नमूना है. ‘स्टैच्यू ऑफ यूनिटी’ को बनाने में 33 महीने लगे और इसकी लागत 2989 करोड़ रुपये  है।

जब भी किसी बड़े प्रोजेक्ट की घोषणा की जाती है तो मीडिया और अन्य तबके यह सवाल उठाने लगते हैं कि जब देश में गरीबी है, अस्पतालों की कमी है तो आखिर एक मूर्ति बनाने पर इतना खर्चा क्यों किया जा रहा है. हैरानी की बात यह भी है कि इनमें से ज़्यादातर लोगों ने कभी नेहरू-गांधी परिवार के नाम पर बनाए गए अनगिनत स्मारकों और अन्य संकेतों पर कोई प्रश्न नही उठाए. यह भी कहा गया कि अब तक जिन लोगों ने नेहरू-गांधी परिवार के नाम पर बनाए गए स्मारकों पर विरोध जताया है, वही सरदार पटेल की मूर्ति बनवा रहे हैं. यह अपने आप में हास्यास्पद है.

दिल्ली का तीन मूर्ति भवन जो अब नेहरू मेमोरियल है, उसे भी कुछ लोग नेहरू जी की पैतृक सम्पत्ति समझ बैठते हैं. दरअसल वह ब्रिटश ज़माने में जनता के पैसों से बनाया गया था। देश भर में अनगिनत नेशनल पार्क, स्टेडियम, सड़क, अस्पताल, हवाई अड्डे एवं शिक्षण संस्थान नेहरू-गांधी के नाम पर बने हैं. नेहरू-गाँधी परिवार ने कांग्रेस ने अन्य बड़े नेताओं की अनदेखी ही नहीं की बल्कि वे अपने ही परिवार के सदस्यों के हमिमामंडन में लगे रहे. सरदार की मृत्यु के 70 साल बाद नरेंद्र मोदी ने उनकी विसरायी जा रही राजनीतिक विरासत को सम्मानित करने का फैसला किया. इसे नेहरु-गांधी परिवार के महिमामंडन जैसा कहना भूल है। सरदार को सम्मान नहीं देना हमारी कृतध्नता होती.

इस मूर्ति पर हुआ पूरा खर्च गुजरात राज्य सरकार ने उठाया है. सबसे अच्छी बात यह है कि मूर्ति बनाने के लिए किसी और विभाग का बजट कम नहीं किया गया है. ज़्यादातर लोगों का प्रश्न यह है कि देश में नौकरियां नहीं हैं और सरकार मूर्ति बनाने पर खर्च कर रही है. ये लोग शायद भूल गए हैं कि मूर्ति भी इंसानों ने बनाई है. इसमे भी मज़दूर्, इंजीनियर, कलाकार, बढ़ई आदि को रोजगार मिला है. क्या यह रोजगार की श्रेणी में में नहीं गिना जाएगा? गुजरात पहले से ही सैलानियों को आकर्षित करता रहा है और इस मूर्ति के बनने के बाद सैलानियों की खूब तादाद बढ़ेगी. टूरिस्ट क्षेत्रों में होटल्स, रेस्त्रां और अन्य कई चीजों की मांग होती है. क्या इससे रोज़गार नहीं बढ़ेगा? क्या सरकारी नौकरी या कॉरपोरेट वर्ल्ड में जॉब करना ही जॉब माना जाएगा?

सभी आलोचनाओं के बीच मूर्ति के उद्घाटन के एक महीने बाद आए आंकड़े तस्वीर को और साफ कर देते हैं. ‘स्टैच्यू आफ यूनिटी’ अब देश के शीर्ष पर्यटक स्थलों में गिना जा रहा है. उसे देखने के लिए प्रतिदिन करीब 30 हजार लोग पहुंच रहे हैं. यह आंकड़ा उन लोगों के लिए चौका देने वाला है जो ‘एकता की प्रतिमा’ को फिजूलखर्ची समझते थे. ‘स्टेच्यु ऑफ़ यूनिटी’ से न सिर्फ नर्मदा जिले का विकास होगा, बल्कि इसका लाभ समग्र गुजरात को भी मिलेगा. पिछले एक महीने में देश-विदेश से करीब 2.70 लाख पर्यटक आये हैं और इन 30 दिनों में सरदार वल्लभभाई पटेल राष्ट्रीय एकता ट्रस्ट ने सात करोड़ से अधिक का राजस्व अर्जित किया हैं. भारी संख्या में पर्यटकों के आने से एसटी निगम और स्थानीय व्यवसायी लाखों रुपये कमा रहे हैं. आपको यह जानकर हैरानी होगी कि राजस्व के मामले में ‘स्टैचू ऑफ यूनिटी’ ने ताजमहल को भी पछाड़ दिया है. ‘स्टैचू ऑफ यूनिटी’ औसत राजस्व 20 लाख रुपये रोजाना है, वहीं ताजमहल का 6 लाख रुपये.

वैसे भी राष्ट्रीय नायक के सम्मान संकेत उस पर लगी लागत और आने वाले राजस्व से अलग रखकर ही देखे जाने चाहिए. सरदार को यह सम्मान बहुप्रतीक्षित था और इसे देकर हमने अपने राष्ट्रीय नायक के लिए अपनी कृतज्ञता का भाव दिखाया है.
