तीन राज्यों में भाजपा के लिए अनपेक्षित चुनाव परिणामों के बारे बहुत लिखा गया है, खूब चर्चाएं हो रही हैं. हालांकि इसमे राजनीतिक, संगठनात्मक, धारणा संबंधी अनेक आयाम हैं लेकिन मैं सिर्फ एक मुद्दे पर ध्यान केन्द्रित करना चाहता हूँ और वह है आइटी सेल. मैं भी आइटी सेल से संबद्ध रहा हूँ. मेरा उद्देश्य अपनी व्यक्तिगत अवधारणा और समझ से यह विश्लेषण करना है कि गलतियाँ कहाँ हुईं और उन्हे कैसे ठीक किया जा सकता है.
यदि मैं २०१४ के लोकसभा चुनावों में सोशल मीडिया और भाजपा आइटी सेल की भूमिका पर बात करने लगूँ तो यह वैसा गीत हो जाएगा जो पहले भी कई बार गाया जा चुका है और जिसे गाना सब जानते हैं. लेकिन यहाँ यह कहना अप्रासंगिक नहीं होगा कि वहाँ पहुँचने में तीन साल का अथक परिश्रम किया गया था जहाँ भाजपा को आधुनिक तकनीक से डिजिटल जन संवाद करने का ग्लोबल ट्रेंड सेटर समझा जाने लगा था. एक गहरी तकनीकी पृष्ठभूमि के तकनीकवेत्ता ने अनेक सिस्टम, प्रोसेसेज और प्रोग्राम्स का समन्वय के साथ उपयोग किया. इन्हे सिलिकन वैली में काम करने का अनुभव भी था. काडर आधारित संगठन में यही तकनीकी दक्षता एक राजनीतिक पार्टी के आरम्भिक और सबसे सफल अभियान का कारक बनी. उदाहरण के तौर पर 2010 में ऑनलाइन डोनेशन सिस्टम लगाने वाली दुनिया की कुछ पार्टियों में भाजपा ने अपना नाम दर्ज कराया.
मैं भी उस प्रक्रिया के आरम्भिक स्वयंसेवकों में था और मुझे 2014 के अभियान का सीधा अनुभव है. तब आइटी सेल सोशल मीडिया और हैशटैग ट्रेंडिंग से आगे भी बहुत कुछ था. यह विभिन्न माध्यमों पर स्तरीय सामग्री का सृजन करके सोशल मीडिया और उसके बाहर अनेक डिजिटल अभियान चलाने की डिजिटल तकनीक का एकीकृत तंत्र था. हमारे समग्र अभियान का सिर्फ एक हिस्सा ही सोशल मीडिया पर था जिससे संदेश लोगों तक पहुँचाए गए. फोकस इस बात का विश्लेषण करने पर था कि वो मुद्दे कौन हैं जो मतदाताओं की भावनाएं प्रतिविम्बित करते हैं. ऐसे ऑनलाइन और ऑफलाइन फीडबैक और टूल्स की सहायता से ऑनलाइन और जमीनी स्तर पर अभियान की रणनीति बनायी गयी. इससे और आगे बढ़कर पार्टी और विचारों के समर्थक व सोशल मीडिया इनफ्लुएंसर को एकजुट किया गया. यह सोशल मीडिया इनफ्लुएंसर्स और स्वयंसेवकों का समेकित प्रयास ही था कि सोशल मीडिया के प्रभाव वाले शहरी चुनाव क्षेत्रों मे भाजपा ने स्वीप किया.
२०१५ में पार्टी में ऐसे अनेक विमर्श हुए कि भविष्य की राजनीति की चुनौतियों से निबटने की भूमिका के आलोक में आइटी सेल का स्वरुप कैसा हो. मै भी इन विमर्शों में प्रतिभागी था. उस समय पार्टी में इसे लेकर दो तरह के मत थे. कुछ लोग लोग इसे एक ‘लीन इनेबलर’ बनाना चाहते थे, शेष इसे एक बड़ा संगठन बनाने के हिमायती थे जो अन्य पार्टियों के अंदर विभिन्न मोर्चों जैसा हो. हम सब जानते हैं कि कौन सा मत स्वीकृत हुआ लेकिन पार्टी पर पिछले दो-ढ़ाई वर्षों में इसके पड़े प्रभावों पर उतना विश्लेषण नहीं हुआ, उतनी बहस नहीं हुई जितनी होनी चाहिए थी.
सबसे अधिक साफ दिखने वाला प्रभाव आइटी सेल का आकार छोटा करने और टॉप-डाउन विधि के कारण भाजपा समर्थकों में फैला असंतोष है. यह विधि WA जैसे माध्यम से रचनात्मक सामग्री लोगों तक पहुँचाने की है जो उतना स्तरीय नहीं है, लुभावना और रोचक भी नहीं है. यह दुखद है कि रचनात्मक सामग्री के ईको सिस्टम की पार्टी का आइटी सेल नारों का एक डिजिटल चैम्बर हो गया है. इससे बहुतेरे उम्दा इनफ्लुएंसर और समर्थक अलग-थलग पड़ गए और पार्टी का वह संतुलन गड़बड़ हो गया जिसे उनके परिश्रम से बनाया गया था.
दूसरे और शायद सबसे बड़े प्रभाव को मैं पार्टी के चुनावों में कमजोर प्रदर्शन का मुख्य कारण समझता हूँ और वह यह है कि पार्टी में विश्लेषण कार्यात्मकता की कमी समग्रता में है. बड़े आँकड़ों के विश्लेषण के क्षेत्र में हाल के वर्षों में खूब तरक्की हुई है. जैसा हम सब जानते हैं कि कांग्रेस ने एक बड़ा विश्लेषण तंत्र खड़ा किया है. इस बात की अफवाह भी रही है कि उसने इस काम में एक विवादास्पद अन्तर्राष्ट्रीय फर्म की सेवाएं भी ली हैं जो स्थानीय ज्वलंत मुद्दों पर रणनीति बनाए. हाल के चुनाव परिणामों में इसका परिणाम भी दिखा है. विडंबना है कि 2014 के लोकसभा चुनावों के समय भाजपा के पास टूल्स और प्रोसेसेज का एक प्रभावी तंत्र था जो अब निश्चेष्ट है. पार्टी को इसकी भारी कीमत चुकानी पड़ी है.
तीसरी बात कि नये लोग कहाँ हैं, सच में लोग कहाँ हैं? कोई भी संगठन और खास तौर पर राजनीतिक संगठन नयापन और भेद तभी गढ़ सकता है जब उसके पास प्रतिभाशाली लोगों की जमात हो जो न सिर्फ स्तरीय सामग्री की रचना कर सकें बल्कि उनमे नेतृत्व का कौशल भी हो. कांग्रेस के नित नये आ रहे महीन प्रोपगंडा को काउंटर करने के लिए भाजपा को मानवीय और तकनीकी संसाधनों का दोहन करना होगा. इस क्षेत्र में कांग्रेस भाजपा के सामने कुछ नहीं थी, अब बहुत आगे है. मैं तो यहाँ तक कहना चाहूँगा कि पहले दो प्रभाव इसलिए हैं कि भाजपा ने राष्ट्रीय, राजस्तरीय और चुनाव क्षेत्र के स्तर पर सही लोगों सही को संख्या में नहीं रखा. ट्विटर हैशटैग एकमात्र रणनीति नहीं हो सकती. पार्टी को अपनी टीम और तकनीकी प्रक्रिया में गुणात्मक बदलाव करना होगा.
भविष्य के लिए समाधान क्या है? वस्तुस्थिति बदलनी होंगी, और यह प्रक्रिया तेज रखनी होगी. सबसे पहले अमित मालवीय अपने प्रोसेसेज और टूल्स की ऑडिट कराएं और इस क्रम में चिन्हित किए गए गैप्स को अविलंब भरें. योगदान देने वाली प्रतिभाओं की कोई कमी नहीं है और वे ऐसा करने की इच्छा भी रखते हैं. पार्टी संगठन मंत्री से चुनाव क्षेत्रों से लेकर राष्ट्रीय स्तर तक ऐसे लोगों को नियुक्त करने को कहे जिनके पास कौशल और सामर्थ्य हो, न कि वे हैशटैग योद्धा हों. पार्टी को अत्याधुनिक विश्लेषण टीम और वार रुम की आवश्यकता है. विश्लेषण टीम का अलग मुखिया हो जो स्वयं भी उम्दा विश्लेषक हो.
अंतिम किन्तु महत्वपूर्ण बात यह है कि पार्टी उन तक पहुँचे जो सच्चे इन्फ्लुएंसर हैं जिनमे नेरेटिव के लिए रोचक और लुभावने कथानक गढ़ने की क्षमता है. वैसे कथित इंफ्लुएंसर्स ने बैकफायर ही किया है जो बनी बनाई लीक पर चलते हुए सोशल मीडिया पर सिर्फ आक्रामकता दिखाते हैं, मीम और व्यक्तिगत जोक परोसते हैं, सांप चले जाने पर लाठी पीटते हैं, कुतर्क को तार्किकता समझते हैं, ट्रॉलिंग को काउंटर करना मानते हैं, हैशटैग ट्रेंड कराते हैं और स़ोशल मीडिया मीट के या मंत्रियों और पार्टी पदाधिकारियों के साथ फोटो शूट को अपने कर्तव्यों की इतिश्री समझ लेते हैं. भाजपा के प्रतिभावान समर्थक उसकी थाती हैं. लेकिन उन्हे सम्मान देकर उनकी सेवाएं लेना भी उतना ही महत्वपूर्ण है. अभी से काम शुरु हुआ तो पार्टी की कुन्द दिखती धार फिर से तेज हो जाएगी. मजबूत संकल्प शक्ति के साथ करो या मरो वाले प्रण की आवश्यकता है – अभी नहीं तो कभी नहीं.
