भारत में ऑस्ट्रेलिया की कुल जनसंख्या के बराबर लोग प्रतिदिन यात्रा करते हैं. रेल इन यात्रों का एक अभिन्न हिस्सा है. रेल सेवाओं का जनमानस पर प्रभाव भी गहरा होता है. पिछले दिनों एक छोटी घटना ने सबका ध्यान अपनी ओर आकर्षित किया. 11 जनवरी की सुबह 8 बजकर 15 मिनट पर प्रो योगेन्द्र के पास उनकी बहन का फोन आया. रुआंसी आवाज़ में उन्होने बताया; “भैया झांसी स्टेशन से किसी ने मेरा काले रंग का ट्रॉली बैग चुरा लिया है जिसमें शॉपिंग किया हुआ कीमती सामान थे.” योगेन्द्र जी क्योंकि गोवा में थे, ज्यादा कुछ नहीं कर सकते थे. फिर भी उन्होंने रेल मंत्री पीयूष गोयल जी को टैग करके ट्वीट किया कि शायद कुछ हो जाए. हालांकि ज्यादा उम्मीद उनको भी नहीं थी. 11 जनवरी 2019 को सुबह 8:28 पर भारत के रेलमंत्री पीयूष गोयल को योगेंद्र सिंह सिकरवार जी ने ट्वीट में लिखा:
यहीं से शुरू हुआ रेल सेवाओं पर एक ऐसा अनुभव देता है जो सबके लिए सुखद है. 6 मिनट के अंदर ही यानी 8:34 मिनट पर भारतीय रेलवे सेवा का जवाब आया जिसमे नार्थ सेंट्रल रेलवे सिक्योरिटी डिपार्टमेंट और GRP उत्तर प्रदेश को कार्यवाही के निर्देश दिए गए. इसके ठीक 3 मिनट बाद यानी सुबह 8:37 पर GRP उत्तर प्रदेश ने ट्वीट झाँसी के एसपी को ट्वीट किया. उसी दिन सुबह 10:55 पर नार्थ सेंट्रल रेलवे सिक्योरिटी डिपार्टमेंट द्वारा संबंधित अधिकारियों को निर्देश दिया गया. ट्वीट के ठीक 9 मिनट बाद ही रेलवे पुलिस का ट्वीट किया कि गाड़ी को मथुरा जंक्शन पर अटेंड कराया जा रहा है. उसके बाद 12:55 पर पुलिस अधिकारियों के ट्वीट से पता चला कि पीड़ित परिवार मुरैना (MP) में उतर गया है और इस मामले में मुकदमा दर्ज करवाया है. यह सारा घटनाक्रम मात्र ढ़ाई घण्टे के अंदर का है.
14 जनवरी 2019 को सुबह 9:48 पर योगेंद्र जी ने रेल मंत्री को धन्यवाद करता हुआ एक ट्वीट किया कि उनकी माता जी का चोरी हुआ ट्रॉली बैग मिल चुका है. यह भी पता चला कि 2 GRP अधिकारियों को चोरी हुआ बैग वापस करने के लिए झाँसी तक भेजा गया है.
लोपक से बातचीत करते हुए योगेंद्र जी स्वयं बताया कि कैसे मात्र 6 मिनट के अंदर उनके ट्वीट का रिस्पांस आया और मात्र 3 दिन में ही कार्यवाही ही नहीं हुई बल्कि चोरी हुए सामान की बरामदगी भी हो गयी. घटना को याद करते हुए योगेंद्र जी कहा बैग मिलने के बाद यह डर था कि कहीं इसमें से कुछ चोरी तो हो गया. लेकिन बरामद करके लौटाए गए बैग से कुछ भी गायब नहीं हुआ था. योगेंद्र जी ने यह भी बताया कि इस बीच कई नकारात्मक ट्वीट भी उनको किये गए जिसमें कहा गया कि ऐसे रिप्लाई ‘ऑटो जेनरेटेड’ होते हैं और इसमें कोई कार्यवाही नहीं होती है.

योगेंद्र जी का यह भी कहना है कि रेल मंत्री पीयूष गोयल जी के नेतृत्व में भारतीय रेलवे ने एक जबरदस्त बदलाव देखा है. इस बदलाव का एहसास स्वयं योगेंद्र जी और उनके परिवार ने किया है. प्रधानमंत्री मोदी जी के नेतृत्व में देश में इस बड़े बदलाव को देखा जा रहा है. देश अब अपनी कार्य संस्कृति बदल रहा है. हर बड़े मंत्रालय में सकारात्मक सुधार हुए हैं. देश की जनता 70 साल से यह ढ़ूँढ़ रही थी. 2019 का आने वाला चुनावों का परिणाम इन सकारात्मक बदलावों को जारी रखने में महत्वपूर्ण भूमिका होगी.
यह घटना यूं तो बहुत छोटी सी है किन्तु यह व्यवस्था में हुए बदलाव को परिलक्षित करती है. यह घटना यह भी बताती है कि यदि नेतृत्व सही हो तो उपलब्ध संसाधनों से ही बेहतर व्यवस्था का निर्माण किया जा सकता है एवं सर्वजन हिताय, सर्वजन सुखाय सरकार के सरकार के आदर्श लक्ष्य को प्राप्त किया जा सकता है.
