PMGDISHA है क्या?
PMGDISHA भारत सरकार का एक महत्वकांक्षी कार्यक्रम है जिसमें सरकार ने ग्रामीण भारत में ‘डिजिटल’ अंतर को कम करने के लिए ट्रेनिंग की शुरुआत की है. इसका लक्ष्य लोगों को तकनीक के क्षेत्र में शिक्षित कर भारत की विकास यात्रा में भागीदार बनाना है.
625 ट्रेनिंग पार्टनर्स और 1,88,66,717 पंजीकृत कैंडिडेट्स मिलकर इसे दुनिया की सबसे बड़ा डिजिटल साक्षरता कार्यक्रम बनाते हैं. इस योजना का मकसद था कि भारत सरकार द्वारा चलाई जा रही ‘डिजिटल इंडिया’ योजना का लाभ सिर्फ अमीरों और संसाधन युक्त समाज तक ही सीमित न रह जाये अपितु यह ग्रामीण इलाकों तक आकर समाज के गरीब वर्ग को भी लाभान्वित करे.
हफ्फिंगटन का विश्लेषण क्या कहता है?
हफिंगटन के आर्टिकल का विश्लेषण एक ही उदाहरण पर टिका नजर आता है. उसी के आधार पर एक ‘अनुमान’ लगाया गया है. अनुमान सही भी हो सकता है, और गलत भी. परंतु यह एक सर्वविदित तथ्य है कि किसी योजना के सफल या असफल होने का निष्कर्ष अनुमान के आधार पर नहीं बल्कि आँकड़ों के आधार पर निकाला जा सकता है. वैसे इस अनुमान के पीछे कोई औचित्य भी प्रदान नहीं किया गया है. आर्टिकल उल्लेख करता है कि यह कार्यक्रम बुरी तरह से डिज़ाइन किया गया है, और इसके परिणामस्वरूप कार्यक्रम के तहत धोखाधड़ी और भ्रष्टाचार होते हैं. यह निष्कर्ष एक एकल सर्वेक्षण पर आधारित है जहां उनके अनुसार प्रशिक्षक, छात्रों को ‘डिजिटल’ रूप से धोखा देना सिखा रहे हैं. इसे इस योजना के डिजाइन के खिलाफ उनके तर्क का केंद्र बिंदु बनाया गया है, लेकिन सवाल यह है कि क्या ऐसा धोखाधड़ी का खेल हो सकता है?

हर अनुमान प्रति व्यक्ति अलग भी हो सकता है. इस हिसाब से तो कभी किसी योजना का कोई निष्कर्ष निकाला ही नहीं सकता. इस योजना के तथ्यों को सरकार पहले ही सार्वजनिक रुप से रख चुकी है. चाहें प्रिंट मीडिया हो या सोशल मीडिया हो, हर जगह इसके तथ्य रखे गए हैं.
