मोदी की राजनीतिक रणभेरी

नये साल के पहले ही दिन एक इन्टरव्यू के साथ प्रधानमंत्री मोदी ने आम चुनावों के लिए खुली लड़ाई का एलान कर दिया है। अपने इस लम्बे इंटरव्यू में मोदी ने सिलसिलेवार ढ़ंग से उन सब मुद्दों को गिनाया जिन्हें लेकर वे चुनावी दंगल में उतरेंगे। नए साल में एक तरह से मोदी ने चुनावों का एजेंडा तय कर दिया है और अब वे मानो विरोधियों को चुनौती दे रहे हैं कि वे सबसे दो-दो हाथ करने को तैयार हैं।

इस इन्टरव्यू की टाईमिंग को समझना जरूरी है। ये इंटरव्यू उन्होंने उस समय दिया जब कांग्रेस पार्टी तीन राज्यों में सरकार बनाने के बाद आत्मविश्वास से भरपूर है। महागठबंधन के लिए कांग्रेस की कवायद जारी है और उसे लगता है कि वह मोदी को चुनौती दे सकती है। गठबंधन से पहले बात कांग्रेस के आत्मविश्वास की।

पंजाब को अगर छोड़ दिया जाय तो पिछले चार साल में कांग्रेस ने एक भी राज्य जीता नहीं है। महाराष्ट्र, असम, केरल, जम्मू कश्मीर, हरियाणा, हिमाचल प्रदेश और उत्तराखंड आदि राज्य एक के बाद उसके हाथ से निकलते गए हैं। तीन राज्यों में भी सिर्फ छत्तीसगढ़ में उसकी जीत को निर्णायक कहा जा सकता है। म.प्र. में मुकाबला बराबरी पर छूटा जबकि राजस्थान में भी कांग्रेस की जीत कोई बड़ी जीत नहीं थी। बड़े राज्यों में कुल दो राज्य यानि पंजाब और छत्तीसगढ़ ऐसे है जहां कांग्रेस अपने बलबूते पर सरकार बना पाई है। इसलिए कांग्रेस के आत्मविश्वास में राजनीतिक हवा ज्यादा है जमीनी सच्चाई बहुत कम।

यह भी ध्यान रखने की बात है कि इन राज्यों में मुकाबला मुख्यमंत्री बनाम कांग्रेस था। जब चुनाव लोकसभा के लिए होगा तो मैदान में नरेंद्र मोदी का नाम होगा जिसके सामने होंगे राहुल गांधी। दोनों की जमीनी पकड़, लोकप्रियता, वाकपटुता, कार्यशैली, अनुभव, अबतक के कामकाज और उपलब्धियों की तुलना करेंगे तो आपको जमीन आसमान का अंतर नजर आयेगा। गुजरात के मुख्यमंत्री और देश के प्रधानमंत्री के तौर पर नरेंद्र मोदी का कामकाज जनता के सामने है जबकि लम्बे समय से सांसद रहने के वाबजूद राहुल गांधी अबतक ”अभी सीख ही रहे हैं ” की श्रेणी में ही आते हैं।

यूँ प्रधानमंत्री मोदी ने अपने इंटरव्यू में इस मुद्दे को उठाया था। एक सवाल के जवाब में उन्होंने कहा था कि जिस परिवार के लोग कैबिनेट के फैसले के फरमान को प्रेस कान्फ्रेंस में फाड़कर फेक देते हैं उन्हें उदारता, अंहकारहीनता और संस्थाओं की गरिमा की बात नहीं करनी चाहिए। उनका इशारा राहुल गांधी द्वारा यूपीए सरकार के एक फैसले को पत्रकारों के सामने फाड़कर फेंकने और रद्द करने की ओर था।

कांग्रेस अपने आप से मोदी का सामना नहीं कर सकती इसलिए अब वह किसी भी शर्त पर उन दलों से हाथ मिला रही है जो शुरू से उसके विरोधी रहे हैं। मोदी ने महागठबंधन का भी एक चतुर राजनीतिक जवाब दिया। उन्होंने कहा के अगला चुनाव महागठबंधन और जनता के बीच होगा। उसमें उन्होंने तेलंगाना में कांग्रेस और चन्द्रबाबू नायडू की टीडीपी के महागठजोड़ का उदाहरण भी दिया। पांच राज्यों के चुनावों के दौरान तेलंगाना में कांग्रेस ने चिर प्रतिद्वंदी चन्द्रबाबू नायडू से हाथ मिलाया था। परंतु टीआरएस नेता चन्द्रशेखर राव की लोकप्रियता के हाथों ये गठजोड़ चारों खाने चित हो गया। मोदी ने इस उदाहरण के जरिये ये बताने की कोशिश की कि जनता उनके साथ है इसलिए इतने दलों के साथ आने से उन्हें कोई खास फर्क नहीं पडऩे वाला।

कुछ हद तक ये बात सही भी है। सिर्फ चुनावों से पहले सत्ता हासिल करने के लिए किए जाने वाले अवसरवादी गठजोड़ों को जनता अकसर नकार देती है। उत्तर प्रदेश के पिछले चुनाव में कांग्रेस और समाजवादी पार्टी साथ लड़े थे। अगले लोकसभा चुनावों में बस उत्तर प्रदेश में बीएसपी और एसपी का गठबंधन ही बड़ी राजनीतिक उथल-पुथल ला सकता है। बाकी गठजोड़ तो महज अवसरवादी राजनीतिक संबंध ही माने जा सकते हैं।

कुल मिलाकर मोदी ने उन सब मुद्दों को गिना दिया जिन्हें लेकर वे चुनाव में उतरेंगे। देखा जाए तो मोदी के खिलाफ कोई ठोस मुद्दा है भी नहीं। कांग्रेस ने राफेल सौदे को उछाला जरूर है परंतु उस पर सुप्रीम कोर्ट के फैसले के बाद उस मुद्दे की भी हवा निकल गई हैं। यो भी मोदी की विश्वस्नीयता और ईमानदारी आम जनता के बीच चर्चा का विषय नहीं है। वह संदेह से परे हैं। कुल मिलाकर उसके बाद उनकी कार्यशैली और नीतियों का सवाल रह जाता है। उनकी नीतियों पर भी कई चुनावों में जनता मुहर लगा चुकी है। रही बात कार्यशैली की तो क्या यह जनता के बीच विमर्श और असंतोष का बड़ा कारण हो सकती है, इसमें ख़ासा संदेह है।

जो भी हो मोदी ने अपना एजेंडा घोषित करके चुनाव की रणभेरी बजा दी है। विरोधी अब उन्ही की पिच पर खेलने को मजबूर होंगे। अब से मई 2019 तक के पांच महीने खासे दिलचस्प होनेवाले हैं। बस अपनी साँसें थामे रखिए और तमाशा देखिये।
