अभी हाल ही में देश के सेनाध्यक्ष ने यह कहा है कि भारत की सेना में ‘समलैंगिकों’ की कोई जगह नहीं है. देश के एक खास अभिजात्य वर्ग ने इस बयान को बवाल की तरह लिया है. उनका कहना है कि एक देश का सेनाध्यक्ष ऐसे कैसे कह सकता है? क्या उसे देश के लोगों को समानता से नहीं देखना चाहिए? क्या समलैंगिकों के अधिकार नहीं हैं? समझ में ये नहीं आता है कि यह वर्ग मूर्ख है या मूर्खता का स्वांग करता है.
सीधी सी बात है. भारतीय सेना के अपने कुछ कठोर नियम और कुछ ज़रूरतें होती हैं. ये इससे परे समलैंगिकों को भारतीय सेना में लाकर साबित क्या करना चाहते हैं? यह किसी वर्ग विशेष के अधिकार या क्षमता पर सन्देह नहीं है, लेकिन सेना जैसे एक अनुशासित संगठन में जाने के लिए जिस मानसिक और शारीरिक शक्ति की आवश्यकता होती है, उसको नज़रंदाज़ नहीं किया जा सकता. आप स्वयं सोचिये कि एक ऐसे संगठन में जहां का अनुशासन, कठोर नियम और समर्पण दुनिया में सबसे ज़्यादा मशहूर है, वहां आप एक वर्ग को सिर्फ ‘लिबरल’ विचारों के लिए ही क्यों ले जाना चाहते हैं जिनका अपनी भावनाओं पर ही काबू नहीं है. सेना की आवश्यकता और मानकों सेना तय करेगी, कोई और नहीं. समलैंगिक होना अपराध नहीं है. वे भी ईश्वर के ही बनाये हुए हैं परंतु सुनार और लोहार के काम में अंतर होता है. जिस संगठन पर पूरे देश की अखंडता टिकी हुई है, उस संगठन में ज़रा सी भी ढ़िलाई भारी पड़ेगी.
दरअसल हमारे देश में हर बात पर बहस करने की एक बुरी आदत लोगों को लग चुकी है. लोकतंत्र में बहस का स्थान होता है लेकिन कुछ चीज़ें अपवाद होती हैं. अपवादों पर बहस करना शुरू होते ही कुतर्कों का जन्म होना शुरू होता है. कुतर्कों का कोई अंत भी नहीं होता. हर बात को एक वर्ग विशेष के अधिकारों और सम्मान से जोड़ कर देखना उचित नहीं है. देश में मुद्दों की कमी नहीं है. बवालों को नहीं, मुद्दों को ढूंढें. क्रांति दिखाने और लाइमलाइट में आने के लिए बहुत से मुद्दे हैं, लेकिन सेना को मुद्दा बनाना बिल्कुल भी तर्कसंगत नहीं है.
अमेरिकी सेना में भी देखिए. वहां भी समलैंगिकों को नहीं लिया जाता यदि कोई इमरजेंसी नहीं हो. यह दूसरे विश्व युद्ध के बाद से ही है. वैसे यह कोई नियम नहीं है, परंतु फिर भी यह एक उदाहरण है कि मेडिकल ग्राउंड पर किसी भी देश की सेना बिल्कुल भी खतरा मोल नहीं लेती हैं. हमारी लिबरल कम्युनिटी के लिये तो अमेरिका काबा है. जब ऐसा देश अपनी सेना पर किसी भी प्रकार का खतरा नहीं आने देता, तो सारी क्रांति आपको हमारे देश सेना के अंदर ही क्यों चाहिए? अभिव्यक्ति की आज़ादी और अधिकारों की लड़ाई वाली लक्ष्मण रेखा जानबूझकर लांघना कोई समझदारी की बात तो नहीं है.
उधर मीडिया से भी इस बात को ज़ोर-शोर से उठाया जा रहा है. एजेंडा पर चलने वालों के अपने रास्ते और तरीके होते हैं. हमेशा की तरह डिजिटल पन्ने गोदे जा रहे हैं. जनता के सामने यक्ष प्रश्न यह है कि अब आप रोज़ उठते हुए ऐसे बवालों पर कैसी प्रतिक्रियाएं देंगे. देश की सेना के नियमों और कठोरता में यह ‘इंटेलेक्चुअल वायरस’ जाने से कैसे रोकेंगे? क्योंकि सेना के अपने नियम और सीमाएं, दोनों होती हैं. ऐसा नहीं है कि वो सीमाओं को लांघ नहीं सकती, लेकिन वो कभी लांगेगी नहीं क्योंकि क्षमता और अनुशासन में अंतर को सेना जानती है. बाकी जो क्रांतिकारी ‘इंटेलेक्चुअलिस्म’ और ‘लिबरलिस्म’ आज़ादी के बाद से ही जारी है. उसकी सीमाएं लोगों को तय करनी हैं.
