आपका एक दूध और उसके उत्पादों का छोटा कारोबार है जिससे आपकी जीविका चलती है. एक दिन कोई आपकी गाय चुरा ले जाता है. आप परेशान होकर पुलिस स्टेशन जाते हैं लेकिन कोई कार्यवाही नहीं होती. एक महीना बीत जाता है और आपकी दुकान बंद होने के कगार पर आ जाती है. आपको कैसा लगेगा? जी नहीं, ये हँसने वाली बात नहीं है. यह सच्चाई है जिस पर आप हँस रहे हैं. यह ग्रामीण इलाकों की सच्चाई है जिसको कोई क्रांतिकारी पत्रकार आपको दिखाना नहीं चाहता क्योंकि ‘एजेंडा’ हिल जाता है. आइए, आपको एक उदाहरण देकर समझाने का प्रयास करते हैं.

अहमदाबाद से लगभग 100 किमी की दूरी पर बसा एक छोटा शहर है आणंद. आणंद देश के दूध की राजधानी के नाम से प्रसिद्ध है. देश की सबसे प्रसिद्ध डेयरी आमूल की स्थापना 1946 मे हुई थी. उस दौरान गुजरात मे केवल एक ही डेयरी थी, पोलसन डेयरी जिसकी स्थापना 1930 मे हुई थी. यह डेयरी एलीट लोगों में लोकप्रिय थी किंतु वह देशी किसानों के शोषण के लिये भी कुख्यात थी. सरदार पटेल ने कुछ उत्तेजित किसानों के साथ इसके खिलाफ असहयोग आन्दोलन शुरु कर दिया. इसके परिणामस्वरुप 14 दिसम्बर 1946 को अमूल इंडिया की स्थापना हुई और डॉ. वर्गीज़ कुरियन ने 29,085 करोड़ के टर्नओवर की एक को-ऑपरेटिव सोसाइटी खड़ी कर दी.

क्या ये ऐसे ही हो गया होगा? अमूल जैसी को-ऑपरेटिव सोसाइटी खड़ी हुई तो उन लाखों ग्रामीणों के कारण जिनके लिए उनकी जीविका का साधन उनकी गाय-भैंस हैं. आज आपको इस बात पर हँसी इसलिए आ रही है क्योंकि दशकों से आपको गाय के नाम पर शर्म करना सिखाया गया है. आज स्थिति ऐसी है कि आपने गाय का नाम भी लिया तो आपको धान से गेहूं निकालने वाले क्रांतिकारी पत्रकार आपको ‘हाइपर-नेशनलिस्ट’ घोषित करने में समय नहीं लगाएंगे. गांवों में लगातार गाय-भैंस की चोरी न सिर्फ वहाँ के लोगों को आर्थिक रूप से कमज़ोर करती है बल्कि पुलिस का ढ़ीला रवैया भी ग्रामीण लोगों के अंदर के गुस्से हो हवा देता है. बुलंदशहर में भी कुछ कुछ ऐसा ही हुआ है. बात बस इतनी है कि आज के सोशल-मीडिया के युग में कुछ लोगों का एजेंडा चल नहीं पा रहा क्योंकि सोशल मीडिया उनके आधे झूठ की पोल खोल देता है.

इसमें अफसोस की बात यह रही कि दो जानें चली गयी. ताज़ा रिपोर्ट के मुताबिक यह बताया जा रहा है कि सुबोध कुमार की रिवोल्वर से ही उनको गोली मारी गयी. यह और भी गंभीर बात है. चश्मदीदों का कहना है कि 300-350 लोगों ने एक साथ पुलिस की टुकड़ी पर हमला कर दिया था. यह भीड़ का न्याय कब तक चलेगा? इन सबके बीच सबसे बड़ी बात को छुपाकर जिस एजेंडे को चलाया जा रहा है, वह दुर्भाग्यपूर्ण है. प्रशासन और सरकार को घेरते हुए ‘गो-हत्या’ जैसी बड़ी समस्या को कितनी आसानी से न सिर्फ छुपाया जा रहा है बल्कि आपको यह बताने का प्रयास किया जा रहा है कि यह तो आपकी प्राथमिकता होनी ही नहीं चाहिए. यह गो-रक्षा गुंडई होती है और गो-रक्षक गुंडे होते हैं. अब कुछ मामलें आपको बताते हैं. जैसे आगरा का केस जहां भैंस पालने वाले किसान चरण सिंह को तस्करो ने जान से मार दिया था.

इसके बाद पतपुरा उज्ज्वल गांव फतेहपुर में भी ऐसी ही घटना हुई थी. मेल टुडे की रिपोर्ट के अनुसार हर दिन हरियाणा, महाराष्ट्र, राजस्थान के गांवों से 3,000 से ज़्यादा गाय भैंसों की भारत-बांग्लादेश सीमा पर गैर-कानूनी तरीके से तस्करी की जाती है.

7 फरवरी, 2014 को बरेली में 2 ग्रामीणों को गो-तस्करों ने गोली मार दी. 1 मई, 2014 को गुरुग्राम के बलियाँवास गांव में आबिद और उमर नाम के दो गो तस्कर पकड़े गए जिन्होंने गांव वालों और पुलिस पर ही गोलियां चलायी थी जब वे पकड़े गए. 24 जून, 2014 को उत्तर प्रदेश के शाहजहांपुर में गो-तस्करों ने किसानों के ऊपर गोली चलानी शुरू कर दी थी क्योंकि उन्होंने उनको तस्करी करते पकड़ लिया था. 20 फरवरी, 2015 को उत्तर प्रदेश के मथुरा के अज़ीज़पुर गांव में एक हेडकांस्टेबल सहित 2 पुलिस वालों की गो-तस्करों ने हत्या कर दी क्योंकि वो गायों से भरी ट्रक को पकड़ना चाहते थे. 10 सितंबर, 2015 को बरेली के फरीदपुर में गो-तस्करों ने एक सब-इंस्पेक्टर मनोज मिश्रा की गोली मार कर हत्या कर दी थी.

10 अक्टूबर, 2015 को मंगलूर में बजरंग दल के सदस्य प्रशांत पुजारी की इन गो-तस्करों ने निर्मम हत्या कर दी थी क्योंकि वह इन गो-तस्करों को रोकने का प्रयास कर रहे थें. इसके

बाद पुलिस ने मोहम्मद इम्तियाज़ नाम के एक व्यक्ति को हिरासत में लिया था. 9 जनवरी, 2014 को बंगाल में इन गो-तस्करों ने एक बीएसएफ के जवान की हत्या कर दी थी. 1 जून, 2016 को आगरा के एटा में एक 6 साल की लड़की की हत्या इन गो-तस्करों ने कर दी थी क्योंकि वह इन लोगों को गो-तस्करी करने से रोक रही थी. 19 जून, 2016 को आगरा के फिरोजाबाद ज़िलें में एक दलित की हत्या इन गो-तस्करों ने इसलिए कर दी क्योंकि वह इनको रोकने के लिए गया.

ऐसे सैकड़ों मामले हैं जहाँ गो-तस्करों की गुंडई देखने को मिली लेकिन किसी एक बुद्धिजीवी द्वारा इसकी निंदा नहीं की गई, लंबे लेख नहीं लिखे गए और टीवी स्क्रीन काली नहीं की गई. अवार्ड वापिस नहीं किये गए. असहिष्णुता का राग नहीं अलापा गया. किसी को भारत असुरक्षित नहीं लगा और न ही मीडिया ने इसको कवरेज दी. ग्रामीण का गुस्सा इस पर नहीं भड़केगा? यह दशकों से हो रहे अत्याचारों के बाद का भड़का गुस्सा है जो आज सामने आ रहा है. हिंसा किसी भी समस्या का समाधान नहीं होती लेकिन यदि कहीं आपकी सुनवाई न हो तो क्या किया जाए? देश के प्रबुद्ध लोग इसको समस्या की श्रेणी में रखते नहीं है. मीडिया के लिए यह कोई प्राथमिकता है नहीं. प्राथमिकता है तो यह सिद्ध करना कि गो-रक्षक गुंडे होते हैं.

ऐसा नहीं है कि गो-रक्षकों ने अनुशासन नहीं तोड़ा. कई जगह उनका धैर्य भी खोया है. उसके खिलाफ कार्यवाही भी हुई है लेकिन क्या एकतरफा न्याय अन्याय की श्रेणी में नहीं आता? बुलंदशहर में जिस गाय को मारने की खबर आई, उसने भावनात्मक रूप से ग्रामीणों को भड़का कर रख दिया. बजरंग दल ने सड़कों पर प्रदर्शन किया जिसे रोकने के लिए पुलिस गयी. भावनाओं में बहे ग्रामीणों को पुलिस को देखते ही याद आया कि कैसे उनकी सुनवाई नहीं हुई थी. यहां तक की कहानी तो फिर भी समझ में आती है लेकिन जो पत्थर चले और गोलियां चली, उसका ज़िम्मेदार कौन है? आखिर अचानक से 300-350 लोग कैसे हमला कर देते हैं? 2 व्यक्तियों की निर्मम हत्या हुई, उसका ज़िम्मेदार कौन होगा? यह भी ध्यान देने वाली बात है कि जब नोएडा से बुलंदशहर की दूरी 2 घंटे की है तो फिर वहां के लोगों से जा कर बात करने के बजाय मीडिया स्टूडियो से कहानियां क्यों बना रहा है? एजेंडा की रिपोर्टिंग कब तक चलेगी? इसीलिए आपसे अनुरोध है कि बिना किसी जांच-पड़ताल या पुष्टि के इस मामले पर कोई भी व्हाट्सएप्प फॉरवर्ड न करें.
