राफेल लड़ाकू विमान की ख़रीद पर विपक्ष द्वारा लगाए आरोपों का विश्लेषण!

भारत में चुनाव बेमौसम बरसात की तरह होते हैं जो कभी भी आ सकते हैं, भारत में साल भर कहीं न कहीं चुनाव होते रहते हैं! अब देखिये न, हाल ही में गुजरात व हिमाचल प्रदेश में चुनाव खत्म हुए, उसके परिणामों से आई राजनीतिक गर्मी अभी खत्म भी नहीं हुई थी कि कर्नाटक, त्रिपुरा, मिज़ोरम व नागालैंड के विधान सभा चुनाव आ गए और इनके तुरन्त बाद ही मध्यप्रदेश, छत्तीसगढ़ व राजस्थान के चुनाव आ जाएंगे! मतलब समझ लीजिये भारत देश की राजनीति में चुनाव ही शाश्वत है, नेता आते जाते रहते हैं!

चुनावों में गड़े मुर्दे उखाड़े जाते हैं और मुर्दे न मिलने की अवस्था मे जीवितों को गाड़ कर फिर उखाड़ा जाता है! अभी हाल में कांग्रेस (ई) पार्टी व कुछ अन्य विपक्षी पार्टियों ने भी कुछ ऐसा ही किया!

अगर आप सोशल मीडिया के कांग्रेसी, पत्तलकारों व बॉट्स की माने तो 2016 में भारत और फ्रांस की सरकारों के बीच, 36 Dassault Rafale लड़ाकू विमान के लिए हुए समझौते में भारी गड़बड़ी है, कांग्रेस अपरोक्ष रूप से मोदी को इसका जिम्मेदार बता रही है, इसमें प्राइवेट कंपनी रिलायंस डिफेंस को फायदा पहुचाने का भी आरोप लगा रही है!

ऐसे ही कुछ “चार्ट्स और फिगर” मेरे सामने भी फेंके गए कि कैसे मौजूदा सरकार ने इस समझौते में गड़बड़ी की है! हालांकि कांग्रेस व अन्य पार्टियों के नेता भी सीधे सीधे प्रधानमंत्री के घोटाले में लिप्त होने की बात कहने से डर रहे है लेकिन इशारों-इशारों में उनपर आरोप लगाया जा रहा है!

मेरे हिसाब से ये तिकड़म मौसमी बरसात की तरह ही है, मौजूदा राज्य चुनावो के खत्म होते ही ये मुद्दे भी खत्म होंगे, क्योंकि इसमें पहली दूसरी या किसी भी नज़र में कोई सच्चाई नही दिखती!

सच पूछे तो UPA के राफेल डील और NDA के राफेल डील में ज़मीन और आसमान का अंतर है!

ये प्रक्रिया कारगिल युद्ध के बाद शुरू हुई थी, उस समय NDA सरकार ने इसकी रूपरेखा रखी, बाद में कांग्रेस की UPA सरकार ने इस प्रक्रिया को आगे बढ़ाया! जनवरी 2012 में भारतीय वायुसेना ने कई साल लंबे चले प्रक्रिया को पूरा करके Dasaault Rafale को भारतीय ज़रूरतों के लिए सबसे उपयुक्त और सबसे कम दाम का प्रस्ताव रखने वाला बताया! उस समय के हिसाब से $10.4 बिलियन में 126 प्लेन खरीदने की बात “रखी” गयी, इस समझौते के तहत 18 प्लेन सीधे बनके भारत आते, बाकी 108 भारत मे HAL द्वारा निर्मित होते, गौरतलब है कि ये आँकड़ा भारतीय रक्षा अफसरों और मीडिया के द्वारा दिया गया था, और चुकी सौदे के समझौते के लिए वार्ता चल रही थी, इसलिए Dasaault ने इसपे टिप्पणी करने से हमेशा मना किया!

लड़ाकू विमान का सौदा एक जटिल प्रक्रिया है! इसमें बेस प्राइस और फाइनल प्राइस में काफी अंतर होता है, जो कि एक लम्बे मोल-जोल, विमान में लगने वाले अस्त्र शस्त्र, उसके रख-रखाव, ट्रेनिंग व उसमें होने वाली भारतीय ज़रूरतों के हिसाब से बदलाव को मद्देनजर रख कर होता है! जनवरी 2012 से मार्च 2014 के दौरान हुए बातचीत में भी कोई एक दाम पे समझौता नही हो पाया था, इसका कारण Dasaault द्वारा HAL में बने विमानों की ज़िम्मेदारी न लेना बताया गया! बाद में मोदी सरकार ने इस सौदे को रद्द करके एक नए सौदे पे बात चीत शुरू की! नए मसौदे के तहत भारत सरकार का सीधे फ्रांस की सरकार से समझौता हुआ! इस के मुताबिक भारत 36 प्लेन सीधे सीधे चालू अवस्था मे खरीदता, ये समझौता $7.8 बिलियन का था, इस समझौते के तहत फ्रांस 50% राशि भारत मे निवेश करेगा, जिसका 20% ओफ़्सेट क्लॉज़ है जिसमें प्लेन में इस्तेमाल होने वाले कल-पुर्ज़े बनाने में और बची हुई राशि भारत मे डिफेंस सेक्टर के R&D में निवेश करता!

UPA के समय और मोदी सरकार द्वारा किये समझौते में अंतर समझे बिना ये बोल देना की दाम ज्यादा दिया गया है, उन सैकड़ों लोगों की मेहनत पे लात मारने के बराबर होगा जिन्होंने इस जटिल प्रक्रिया को उसके अंजाम तक पहुँचाया।

2017 में IAF चीफ अरूप राहा ने एक इंटरव्यू में साफ-साफ कहा था कि जो प्लेन हमें मिल रहा है वो रक्षा-तकनीक के हिसाब से सबसे अग्रणी व सर्वोत्तम है! आप इसे ऐसे समझ सकते है कि जब Dassault ने UPA को Rafale की पेशकश की थी वो (F3 Std + ) का था और जबकी NDA ने उसके लिए 2015 में समझौता किया तब तक उसके स्पेसिफिकेशन में काफी ज्यादा अंतर आ चुका था, आप इसको Rafale F3R Std (जिसका विकास 2014 में ही शुरू हुआ) से भी उँचा मानक का मान सकते है! इसके अलावा तयशुदा महंगाई दर के हिसाब से मूल्य वृद्धि को भी मानना पड़ा जो कि पुराने कॉन्ट्रैक्ट में फाइनल मूल्य में आता हैं! इसमें हुए बदलावों में

  • MBDA का Meteor और MICA BVRAAM मिसाइल
  • नवीनतम SAGEM AASM Hammer ASGM
  • Thales PDL-NG एडवांस लेज़र ड़ेजिग्नेटेड पॉड (Advance Laser Designated Pod)
  • एन्हांस्ड सॉफ्टवेयर और इलेक्ट्रॉनिक वारफेयर सूट (Enhanced Software and Electronic Warfare Suit)
  • 18(UPA) के मुकाबले 36 विमान रेडी-टू-फ्लाई स्थिति में मिलेंगे, वो भी बहुत कम समय सीमा में।
  • विमान पायलट और ग्राउंड स्टाफ, दोनों, के लिए उन्नत प्रशिक्षण, मूल प्रस्ताव (UPA) से कहीं ज्यादा है, जिसमे फ्रांस में ट्रेनिंग भी है!
  • रफेल बेड़े के रखरखाव के लिए औद्योगिक समर्थन को बढ़ी अवधि के लिए कैटर किया गया है।
  • परफॉर्मेंस बेस्ड लॉजिस्टिक्स जिसमे दोनो स्क्वाड्रनों को शामिल किया गया है और इसकी अवधि 12 साल तक एक्सटेंशन की जा सकती है।
  • 2 स्वतंत्र मेंटेनेन्स सेंटर पर पूर्ण रखरखाव सुविधाओं के साथ संचालन के विभिन्न थिएटरों में देखभाल करता है।
  • स्पेशल हेलमेट माउंटेड डिस्प्ले, cueing सिस्टम के साथ

ऐसे में दाम में वृद्धि लाज़मी है, ऊपर से राफेल के 75% उपलब्धता की गारंटी है, जबकि देश के मौजूदा स्ट्राइक प्लेन SU-30 MKI की उपलब्धता 48% तक ही मिल पाई है आजतक, ये काफी महत्वपूर्ण है कि हमारे फाइटर प्लेन किसी भी स्तिथि के लिए ज्यादा से ज्यादा उपलब्ध रहे!

एक और मुद्दा जिसमे काफी शोर-गुल मचता है वो है Dassault का Reliance Defence के साथ हुए करार को लेकर है! इसमें भी रक्षा मंत्री निर्मला सीतारमण ने स्पष्ट किया है कि Dassault और Reliance दोनो प्राइवेट कंपनी है, और दो प्राइवेट कंपनी के बीच हुए करार के लिए ना सरकार ना ही उसका कोई मंत्री इसके लिए ज़िम्मेदार है! यहाँ एक बात और स्पष्ट करना ज़रूरी है की देश में रक्षा के क्षेत्र में काम करने वाली गिनी चुनी प्राइवेट कम्पनियाँ ही हैं, और Reliance Defence इनमें से सबसे प्रमुख कंपनियों में से एक है!

इसके साथ ही ऑफसेट क्लॉज़ में स्वदेशी कावेरी जेट इंजिन व अन्य स्वदेशी एरोनॉटिक्स के क्षेत्र के विकास में भी योगदान देने को रजामंदी मिली, जिसका फायदा भी मिलना शुरू हो चुका है! अगर इन सबको मिलाकर और मूल्यवृद्धि को शामिल करके ओरिजिनल UPA वाले कॉन्ट्रेक्ट और NDA वाले कंट्रेक्ट की तुलना करें तो NDA सरकार ने उल्टा 12,600 करोड़ की बचत ही की है!

विपक्ष चाहती है कि सरकार इस डील की जानकारी सावर्जनिक करे, लेकिन इस मुद्दे पे भी विपक्ष खासकर कांग्रेस उल्टे मुँह की खाने की मंशा रखती है, 2008 (UPA द्वारा) में हुए करार के तहत Dasaault और भारत सरकार में ये समझौता हुआ था कि इस डील से जुड़े प्राइसिंग को कभी सावर्जनिक नहीं किया जाएगा, ऐसे में NDA सरकार के पास इसको मानने के अलावा कोई अन्य विकल्प बचता नहीं है।

विपक्ष खासकर राहुल गांधी को चाहिए कि इसपे राजनीति करके देश की सुरक्षा व्यवस्था का मखौल न उड़ाएं व और कोई मुद्दा खोजें राजनीति करने के लिए!
