१-नोटबंदी क्या है?
साधारण शब्दों में नोटबंदी वह प्रक्रिया है जिसमे एक खास मुद्रा के सभी या कुछ मूल्यवर्ग के नोटों/ सिक्कों की कानूनी व मौद्रिक मान्यता समाप्त हो जाती है. एक मुद्रा की कानूनी मौद्रिक मान्यता समाप्त होने के बाद उसे एक निश्चित तिथि तक वैध मूल्यवर्ग के नोटों में बदला जा सकता है. ऐसा न करने पर ये कागज के साधारण टुकड़े हो जाते हैं जिनका कोई मौद्रिक मूल्य नहीं होता.
२- मुद्रा किससे बनता है और यह क्या प्रकट करता है?
मुद्रा देश के केन्द्रीय बैंक द्वारा सिक्कों व कागज के नोट के द्वारा जारी किया जाता है. नोट किसी भी समय धारक को नोट पर अंकित राशि अदा करने के बचन को प्रकट करता है. इसलिए चलन में होने वाले सारे नोट केन्द्रीय बैंक की जबाबदेही होते हैं.
३- भारतीय रिजर्व बैंक क्या है और इसकी भूमिका क्या है?
भारतीय रिजर्व बैंक (आरबीआई) देश का केन्द्रीय बैंक है जो देश में मौद्रिक एवं बैंकिंग परिचालन के लिए जिम्मेदार है. मौद्रिक पक्ष से आरबीआई का जारीकर्ता विभाग मुद्रा जारी करने करता है जबकि बैंकिंग प्रचालन का प्रबंधन बैकिंग विभाग करता है.
४- प्रधानमंत्री श्री नरेंद्र मोदी ने ८ नवंबर को क्या घोषणा की?
आरबीआई अधिनियम के धारा २६(२) के तहत मोदी सरकार द्वारा जारी अधिसूचना के अनुसार ५०० रुपये और १००० रुपये मूल्यवर्ग के नोटों का कानूनी मौद्रिक मूल्य समाप्त हो गया है. इसका अर्थ यह है कि सरकारी अधिसूचना में वर्णित लेन-देन को छोड़कर कोई भी ५०० रुपये और १००० रुपये के नोटों से वित्तीय लेनदेन नहीं कर सकता.
५- आम आदमी के पास पड़े ५०० रुपये और १००० रुपये के नोटों का क्या होगा?
अब ५०० रुपये और १००० रुपये के नोट रखने वाले प्रत्येक व्यक्ति को इन्हे वैध कानूनी मुद्रा या चलन के नोटों में ३१ दिसंबर २०१६ के पहले परिवर्तित कराना होगा. नोट बदलने की प्रक्रिया निम्नलिखित है:
- अपने ५०० रुपये और १००० रुपये के नोटों को बैंक में जमा करें.
- अपने ५०० रुपये और १००० रुपये के नोटों को चलन के नोटों से बदलें जिसकी प्रति व्यक्ति सीमा ४००० रुपये जिस अब घटाकर २००० रुपये कर दिया गया है.
- अपने पास के ५०० रुपये और १००० रुपये के नोटो को अधिसूचना में वर्णित तथा घोषित होने वाले अपवादों में खर्च करें.
६- एक आम आदमी को क्या बताया जाए जो यह पूछता है; “क्या मैं अपना पैसा बैंक से निकाल सकता हूँ?
बेशक, आप अपना पैसा बैंक से निकाल सकते हैं. किन्तु बड़ी मात्रा में बड़े नोटों (५००-१००० रुपये) की कानूनी मौद्रिक मान्यता समाप्त होने के कारण सरकार ने निकासी पर सीमा निर्धारित किया है जो निम्नलिखित है:
- २००० रुपये बैंक एटीएम से जिसे अब बढ़ाकर २५०० कर दिया गया है.
- खाते से २४००० रुपये प्रति सप्ताह .
उपरोक्त सीमा किसी बैंक से बदले जाने वाले ४००० रुपये प्रतिदिन जो अब २००० हो गया है, के अतिरिक्त है. इन सीमाओं को समय समय पर पुर्ननिर्धारित किया जाएगा और ये अभी २४ नवंबर २०१६ तक प्रयोज्य है.
७- चलन में होने वाली मुद्रा का कुल मूल्य क्या था और इनमें ५०० रुपये और १००० रुपये का मूल्यवर्ग कितना था?
आरबीआई की ४ नवंबर २०१६ की प्रेस विज्ञप्ति के अनुसार २८ अक्टूबर २०१६ को चलन में विद्यमान मुद्रा का कुल मूल्य लगभग १७ लाख करोड़ रुपये था. इसका लगभग ८६ प्रतिशत अर्थात १४ लाख करोड़ रुपये ५०० रुपये और १००० रुपये को मूल्यवर्ग के नोटों का था. इसलिए ८ नवंबर की मध्यरात्रि रद्द किए गए ५०० रुपये और १००० रुपये के मूल्यवर्ग के नोटों का कुल मूल्य लगभग १४ लाख करोड़ रुपये था.
८- रद्द किए जा चुके १४ लाख करोड़ रुपये के ५०० रुपये और १००० रुपये के मूल्यवर्ग के नोटों का क्या होगा?
इसका उत्तर देने से पहले आइए आरबीआई के मुद्रा जारी करने की प्रक्रिया को समझें. जैसा उपर बताया गया है कि आरबीआई का जारीकर्ता विभाग नोट जारी करता है. वही इन नोटों को बैंकों के द्वारा पूरे देश में वितरित करवाता है जिन्हे चेस्ट कहा जाता है. जब पैसा चेस्ट में रखा जाता है तो उसे बैंक के नाम क्रेडिट किया जाता है और निकासी को डेबिट. इस प्रकार चेस्ट से कुल निकासी को विस्तार समझा जाता है और चेस्ट में कुल जमा को संकुचन.
८ नवंबर २०१६ की अधिसूचना के आलोक में कानूनी मुद्रा में बदलने के लिए ५०० रुपये और १००० रुपये मूल्यवर्ग के सारे नोट आरबीआई में जमा करने होंगे. जैसा उपर बताया गया यह निम्न विधियों से किया जा सकता है:
- बैंक में जमा अनुमत जगहों पर खर्च
- बैंक काउंटर से बदलकर
रद्दीकृत नोट जो ३१ दिसंबर २०१६ तक जमा नहीं होंगे, उन्हे आरबीआई की चुनी हुई शाखाओं में १ जनवरी से ३१ जनवरी २०१७ तक भी जमा किया जा सकेगा. किन्तु यह सुविधा कुछ शर्तों और अतिरिक्त दस्तावेजों के साथ उपलब्ध होगी जो अधिसूचना में वर्णित हैं।
९- उन नोटों का क्या होगा जिन्हे ३१ मार्च २०१७ तक जमा नहीं किया जाता?
५०० रुपये और १००० रुपये के जो नोट जमा नहीं किए जाएंगे, वे आरबीआई की देनदारी नहीं होंगे और इस प्रकार वे आरबीआई के वित्तीय खाते में अधिप्राप्ति होंगे.
१०- ३१ मार्च २०१७ तक ५०० रुपये और १००० रुपये के रद्दीकृत नोटों के न जमा किए जाने से होने वाली अधिप्राप्ति खातों में निस्तारण कैसे होगा?
आरबीआई के कुछ पूर्व अधिकारियों व कुछ पत्रकारों ने ऐसे संकेत दिए हैं कि १६ नवंबर २०१६ की अधिसूचना से रद्द किये गये नोटों के नहीं जमा करने से हुई अधिप्राप्ति को केन्द्र सरकार को अंतरित नहीं किया जा सकता. किसी निष्कर्ष पर पहुँचने से पहले आइए आरबीआई अधिनियम के संबद्ध प्रावधानों पर नजर डालते हैं.
- धारा २३(१) के अन्तर्गत जारीकर्ता विभाग मुद्रा जारी करता है
- धारा ३४ के अनुसार जारीकर्ता विभाग की कुल देनदारी मुद्रा की कुल राशि और बैंक नोटों के योग के बराबर होती है.
- धारा ४६ के अनुसार आरबीआई निम्न योगदान कर सकता है:
*नेशनल रुरल क्रेडिट फंड
*नेशनल इंडस्ट्रीयल क्रेडिट फंड
*नेशनल हाउसिंग क्रेडिट फंड
इसके अलावा आरबीआई अधिनियम के धारा ४७ में आरबीआई के सभी देनदारियों यथा डूबे एवं संशय वाले ऋण, ह्रास, कर्मचारी कल्याण आदि को पूरा करने के बाद बढ़त लाभ को अनिवार्य रुप से केन्द्र सरकार को देने का प्रावधान है.
यहाँ यह ध्यान देना महत्वपूर्ण है कि आरबीआई अपना बैलेंस शीट बनाता है. जारीकर्ता विभाग और बैंकिंग विभाग का बैलेंस शीट संयुक्त किया जाता है किन्तु इनका अलग अलग मैच करना भी अनिवार्य है. दूसरे शब्दों में जारीकर्ता और बैंकिंग विभाग की कुल देनदारी और कुल साख का मिलान होना चाहिए. नीचे का चित्र देखें.
उपरोक्त विवरण से साफ है कि रद्दीकृत नोटों के नहीं जमा किए जाने हे होने वाली अधिप्राप्ति आरबीआई का लाभ है जिसे केन्द्र सरकार को दिया जाएगा.
११- क्या आरबीआई अपना वित्तीय खाता बनाता है और लाभ रिपोर्ट करता है?
हाँ, आरबीआई अपना हर वित्तीय वर्ष के लिए अपना वित्तीय खाता तैयार करता है. आरबीआई का वित्तीय वर्ष हर वर्ष १ जुलाई से प्रारम्भ होकर अगले वर्ष के ३० जून को समाप्त होता है.
१२- आरबीआई का पिछले दो वित्तीय वर्षों २०१४-१५ और २०१५-१६ में लाभ क्या था?
उपलब्ध वार्षिक रिपोर्ट के अनुसार, वित्तीय वर्ष २०१४-१५ और २०१५-१६ में आरबीआई का लाभ लगभग ६५-६५ हजार करोड़ रुपये था. यह लाभ आरबीआई अधिनियम के धारा ४२ के अनुसार को लाभांश के जरिये भारत सरकार को अंतरित किया गया.
अंत में, मौजूदा कानून के अनुसार नोटबंदी से आरबीआई को होने वाली अधिप्राप्ति की गणना आरबीआई के लाभ में की जाएगी और इसे भारत सरकार को लाभांश के जरिये अंतरित किया जाएगा.
